$100 credits: reservations, consumption and ledger

Your plan's included quota is used first; then the balance. It's only deducted on delivery.

1. Before starting you see the price and your balance after delivery.
2. On start we reserve the amount; on delivery it's consumed; if it fails or you cancel, it's released.
3. The balance belongs to your organization, doesn't expire, isn't transferable and doesn't change your reputation.
4. The administrator decides who can spend and with what limit.
